China AN INTERVIEW WITH ROBERT TSAI CHAIRMAN SWANCOR IND. CO., LTD. JEC Composites Magazine: What is your view on developments in the wind-energy sector, beyond the volume aspect? ROBERT TSAI: The average growth rate of the global wind-energy sector has been around 33% during the past years. Due to the financial crisis, the global growth rate will probably drop to 1520% this year. The main trend in Europe is likely to be towards 23 MW wind turbines, which will either replace old 850 kW~1 MW wind turbines or be used in offshore wind farms. In the Asia Pacific market (especially China), most IEC class II wind farms have already been installed, so we could expect IEC class III wind blades to be more popular in 2010. After experiencing more than 200% growth for three years, windblade manufacturers may need to accept that the bargaining power will switch to the buyer’s side in 2010. And the cost pressure will be much higher than in 2009. The demand for 2 MW wind blades may be ignored, as wind-turbine manufacturers are jumping directly to 2.5 MW or 3 MW systems! JCM: Are you developing environment-friendly resins for this sector? R. T.: Yes, of course. Swancor’s different product lines are epoxy resin systems and vinylester and unsaturated polyester resins. To reduce the environmental impact of our epoxy systems, we have lowered the ECH content to below 7 ppm (Plastics Europe only requires less than 10 ppm). We are also developing less toxic formulations to protect site workers. For our vinylester and unsaturated polyester resins, we are now using a low styrene emission formulation. We are also recycling PET bottles through the pyrolysis process. PET is thus converted to bi-alcohols, one of our raw materials. This will help manage discarded PET bottles. We are also trying to develop vegetable oil as one of the main raw materials for unsaturated polyester. JCM: What are your market ambitions for wind energy in general and for China in particular? R. V.: Swancor is a global resin supplier in the wind-energy market. We wish to be the leading material supplier for wind-blade manufacturers in China, and a key global resin supplier by the end of 2010. To achieve these goals, we have set up three production sites with more than eighty thousands metric tons in capacity. We provide not only resins to our customers, but also intensive technical support and training courses through our Shanghai R&D centre, which is about 4,000 m2 in area. At the same time, we are also trying to position ourselves as a bridge between the Chinese market and the western world to help develop our customers’ future growth. Besides providing our quality products as usual, we will also try to be a real partner for our customers, to help them grow their business in China. JCM: Do you plan new production capacity to satisfy this growing market, and if so, through organic growth or through acquisitions? R. T.: To satisfy demand from our global customers, Swancor’s Taiwan factory is set to expand its epoxy system capacity by 30,000 MT by the first quarter of 2010. The Shanghai factory is also expanding its capacity for epoxy systems by another 20,000 MT. Finally, Swancor Tianjin is setting a new production line for epoxy/vinylester resin. This should offer around 7,000 MT additional capacity by the end of 2009. JCM: Do you see any limits to this still very young sector? R. T.: The wind energy sector is still very young in China – it actually started in 2006. But there are more than 70 wind-turbine manufacturers in China today, and more than 70% of the market is controlled by three large wind-turbine suppliers. As a result, the total supply of wind turbines is almost twice the market demand now. Due to the oversupply, the market price of wind turbines dropped by more than 20% over the past year. To avoid unnecessary investment in this sector, China’s Prime Minister, Mr. Wen Jia-Bao, has announced that China will not authorize the installation of any new wind-turbine manufacturers. This policy should promote the sound development of this young market. More information Swancor, a major player Swancor has a very clear ambition in China and in the wind-energy sector for 2009 after they achieved their 2008 business goal to become the world’s second largest epoxy vinyl ester manufacture. Epoxy resin system accounts for approximately 30% of the company’s production, 16-20% being intended for China’s wind-blade market. To meet its objectives, Swancor commissioned a 24,000-m² plant near Beijing on 15 October 2008 – Swancor (Tianjin) Wind Blade Materials Co., Ltd. This plant can produce 30,000 metric tons of standard or tailor-made epoxy resins per year to meet the requirements of global wind-blade manufacturers. Swancor offers a wide range of resins to meet the various needs of processors, including epoxy resin for vacuum infusion moulding, epoxy resin for in-house prepreg processing, epoxy resin for hand lay-up, and vinylester resin for vacuum infusion.
