EVERY JOB IS A NEW BEGINNING
Leo Julien Pagnac (PGE 04) Project Director at Deutsche Gesellschaft für Internationale
Zusammenarbeit GmbH in Cabo Verde
During his internship in public affairs at Renault as part of his
Master's degree at NEOMA, Leo Julien Pagnac decided to specialize
in government relations and lobbying. After being hired
as a European Affairs' associate at Citroen and studying for
another Master's degree in public affairs at Sciences Po and LSE,
he moved to Brazil in 2009 to become an Institutional and Government
Affairs' Manager: " In 2012, I set up my consulting company,
which specializes on regulation. Thanks to the expertise I
gained, I was offered to join the Senegalese government in
Dakar as a Special Advisor for Strategy and Development to
the Minister Papa Amadou Sarr " he recalls. An experience that
paved the way for him to be recruited in 2019 by the German
Cooperation Agency (GIZ), first in Algeria and now for the last
two years in Cabo Verde. Throughout his thorough career in
public affairs, he feels that his NEOMA degree has undeniably
been an asset, as Renault first hired him because he was a grad-

uate from a top business school. Moving to countries where
expats are few and other business schools graduates even fewer
is not an issue: " Every position feels like a new beginning that
requires adjustments in working processes and I really like my
management style and interactions with partners being challenged.
Moreover, so-called developing countries also have very
strong and talented staff " he comments. However, in case of a
medical emergency, one needs to take a plane and fly to Europe.
Another drawback of his current position in Cabo Verde is that
secondary education in French or English is not available, so his
wife and children stayed behind in Europe. But, thanks to remote
working, he is able to visit them every month for 10 days or so.
One thing is sure for the moment, he has no intention of moving
back to Europe and considers Asia for his next step. This
nomadic life fueled his recent published novel «Les Probabilités
Discrètes» (read page 16).
