Services SECURITY ACROSS BELGIUM’S RAIL NETWORK SNCB-HOLDING – USING VIDEO SURVEILLANCE TO BOOST SECURITY BOOSTING SECURITY ON BELGIUM’S RAILROADS FOR BOTH PASSENGERS AND STAFF – THIS IS THE AIM OF THE SAFETY STRATEGY ADOPTED BY SNCB-HOLDING. IN PARTICULAR, IT HAS INVESTED HEAVILY IN VIDEO SURVEILLANCE. “ ur strategy for security on Belgium’s railroads is global and integrated. It aims to make stations and trains safer for both passengers and staff. The security of people, infrastructure, equipment and good transport is key to ensuring high quality of our railroads; it also plays a direct role in increasing customer satisfaction”, said Hendrik Vanderkimpen, head of security at SNCB-Holding, a division of Groupe SNCB (see box p. 50). SNCB’s security strategy focuses on three areas – organisation, technical and physical equipment. Construction of the ambitious Réseau Express Régional (RER) network, operating within a 30 km radius of Brussels, is a concrete example of how rail is growing in Belgium. “Across Europe, the lack of safety in public transport is becoming an increasingly major concern for big cities and their surroun- O dings,” pointed out Mr Vanderkimpen. “Predicted increase in concentration of the rail network in the suburbs of Brussels represents a huge security challenge, particularly as Brussels is currently extending its role as an international player.” An extra 50 security guards are currently being recruited, to boost the Securail team to a total of 350. The 75 B-Security agents monitor and protect equipment and installations owned by the SNCB Group and inaccessible to the general public. B-Security handles the centralised alarm system and footage provided by CCTV systems. A DEDICATED TEAM Corporate Security Service, a division of SNCB-Holding, is in charge of staff and passenger safety across Belgium’s rail network. It includes Securail, for rail safety, and B-Security, for internal security. The Securail team notes breaches of the law and rail regulations. Equipped with handcuffs and disabling sprays, members make patrols to dissuade, intervene when offenses and accidents occur and call the police when necessary (bomb scares, demonstrations). In addition, they use special phone numbers to call for help. MALAGA PROGRAM Dedicated alarm program MALAGA forms part of the prevention tools available to railroad staff to meet security challenges - both today and in the future. Launched in 1999, the program aims to phase in various state-of-the-art technical systems and tools, to boost security levels for SNCB passengers and staff across the national network.
