Transparency on rates and collateral valuations was further
highlighted as the discussion opened up. Another workshop
participant queried the ability of bank counterparties or
tri-party agents to value accurately less-liquid instruments
offered byz bank counterparties as collateral, such as assetbacked securities or other structures products. While some
active corporates focus more on the credit rating of the bank
counterparty than on the value of the collateral, consensus
among providers at the workshop suggested that sufficient
data is available for tri-party agents to provide an accurate,
independent view of pricing even for less traded instruments,
based on a combination of external and internal pricing
sources, including contemporaneous daily settlement of debt
securities in our case.
Once firms become comfortable with the processes and practices of the repo market, inevitably treasury staff will look to
leverage their expertise to improve the efficiency and value of
market participation. Several workshop participants wanted
to know how already-active corporates might develop their
repo market presence, for example repurposing collateral
received from repo counterparts, potentially as an arbitrage
opportunity. Although IHG and AstraZeneca are szztill in
the early stages of repo market usage, sell-side participants
confirmed a relatively high level of flexibility across the corporate sector. It was also noted, however that although reuse or
re-hypothecation of collateral is possible subject to the bank
counterpart agreeing to collateralise exposures - as a result
of derivatives trades for example - it is far from common.
For such early adopters, the path to repo market usage is
likely to have been longer and perhaps more labour-intensive
than that faced by firms currently weighing up its merits. The
steeper capital costs that are beginning to impact interbank
repo volumes are acting as a stimulus to efforts by counterparty banks, tri-party agents and technology vendors to provide the tools and transparency required to help corporates
take their first steps into an increasingly diverse and flexible
repo market. The repo market is changing, but one key to success is not. As reflected in our Corporate Treasury Workshop,
continuous dialogue with counterparts always brings a better
understanding of the challenges and opportunities ahead.
