Limit value (VL): This is the regulation requirement value that must be specifically met each year. If the VL is exceeded, it must be declared at European level and justified action plans must then be implemented. The VL is falling year on year, in order to merge with the quality objective in 2010. The graph illustrates the annual average concentration in 2007 for the background and traffic measurement stations in Paris. For background levels, the annual limit value applicable in 2007 (46 μg/m3) was exceeded at one station (Paris 18th, 47 μg/m3). One background station was between the limit value and the quality objective (Paris 7th, 44 μg/m3). The other four background stations were below the quality objective. For the automobile traffic roadside levels, the annual limit value applicable in 2007 (46 μg/m3) was significantly exceeded at all stations, as was the quality objective (40 μg/m3). 52
