Ecology of African audiovisual content industry

Q: At the AITEC Africa conference held last June in Nairobi, you gave a presentation entitled Africa’s Audiovisual Market: Overall analysis of production levels, innovations, budgets and financing ecology. What was the content of this presentation? A: The aim of this presentation was to review the existing product environment in sub-Saharan Africa, as well as examine new developments and identify gaps and opportunities in the marketplace for both producers and distributors. Q: What are the different forms of financing available for producers? A: There are many! And some of them may be interlinked. Let’s begin with government and donor grants. This
is very straightforward. It is the process by which a government, or other governmental or quasi-governmental bodies, issues grants in order to support their local audio visual industry. The requirements vary greatly from one scheme and one government or donor organization to the rest, but, as a general rule, the advantage is that, while the donor will wish to see their money back with a small profit, that element of the arrangement is usually not as onerous as with its commercial counterpart. Another source of financing are tax credits. These are arrangements under which a government, either national or local, allows money spent in their region or country to be reclaimed against tax liabilities. The main difference between these schemes and the government grants referred to above is that tax credits are usually used to tempt foreign producers to shoot in a particu-
lar country or region, while grants are usually reserved only for nationals and/ or companies registered and trading within that country. Q: Apart from government financing, are there other forms of financing? A: Yes. Producers can receive money from suppliers of goods and services in return for featuring those goods and services in a positive light in their productions. The Bond movies are a good example with Eon Films (the producers of the Bond movies) raising significant sums from the manufacturers of the sort of luxury goods so essential to the modern international spy! This type of financing is called product placement. Another funding, called recoupment equity investment, revolves around a third party who buys a percentage of
